“SVGBS Creating an Environment of Standards, Quality Assurance and Metrology (SQAM) in St.Vincent and the Grenadines”

The Bureau of Standards, as the National Standards Body of St. Vincent and the Grenadines is resolved to be the leader in all matters concerning Standardization, Certification, Quality and Laboratory Services.

In order to attain this, the Bureau would strive

• To provide efficient timely service.


• To satisfy the customers' needs for quality of goods and services.


• To work and act in such a way that each task, performed as individuals or as corporate entity, leads to excellence and enhances the credibility and image of the Organization.

The SVGBS would achieve these objectives by working in close cooperation with all concerned Ministries, Agencies, Organizations and Stakeholders and by adopting appropriate management systems, motivating and ensuring active participation of all the employees.

The SVGBS has established that the core values and behaviours it will be pursuing in carrying out its mandate are:

   We will serve the needs of the Vincentian public in a professional, responsible and accountable manner.

   We will deal with each other and with our customers and stakeholders on the basis of trust, understanding and respect for differing views and interests. We will try to find solutions that best reconcile diverse interests and provide optimum value to our stakeholders.

   We will perform our tasks and produce our outputs to the best of our ability, with optimum utilization of resources and with a focus on continuously improving quality, productivity and professional development.

   We will consult with our stakeholders and appreciate their views. We will seek to enable stakeholders to play a participative role in policy development and implementation. As a matter of fact, the general public will be engaged in our operations.

   We will be guided by the principle of foresight as well as by the adage of “ where there is no vision, the people perish ”. Accordingly, our eyes will always be openly focused on the challenges and new paradigms that are ever arising in order to charter our path successfully forward.

The St. Vincent and the Grenadines Bureau of Standards modus operandi is guided by its overall legislative mandates, the policy of Government and the administrative direction of National Standards Council.

The SVGBS was legally established by the Standards Act No. 70 of 1992 , (amended by Act No. 28 of 2001 ) which gives the Bureau the authority to inter alia: to prepare and promote standards relating to goods, services, processes and practices produced and/or used in SVG, to ensure industrial efficiency and to assist in industrial development as well as to promote public and industrial welfare, health, safety and to safeguard against negative effects to the environment”.

Additionally, the SVGBS is responsible for the administration of the Weights and Measures Act No. 16 of 2003. This legislation gives the SVGBS the responsibility for regulating all weighing and measuring devices used for trade in St. Vincent and the Grenadines .

The SVGBS also operates in accordance with the:

• The World Trade Organisation Technical Barrier to Trade Agreement (WTO/TBT)


• The CARICOM Regional Organistion for Standards and Quality (CROSQ) Act, No. 33 of 2004

Generally, the SVGBS has statutory responsibilities for the quality of g oods, services, processes and practices produced and/or used in SVG and it is the only National body charged with the declaration of National Standards.
