As a Party to the Paris Agreement, the Government of Saint Vincent and the Grenadines (SVG) is currently preparing its First Biennial Transparency Report (BTR1) and Third National Communication (TNC).
This effort is part of SVG’s obligation under the Enhanced Transparency Framework (ETF), outlined in Article 13 of the Paris Agreement, which mandates the submission of a National Communication every four years and a Biennial Transparency Report every two years to the Conference of Parties (COP).
The BTR1 will adhere to the Modalities, Procedures, and Guidelines (MPGs) for the ETF (FCCC/PA/CMA/2018/3/Add.2) and the common reporting tables and formats adopted at COP26 (Decision 5/CMA.3).
To ensure the timely and effective preparation of the combined BTR1/TNC, the Government of Saint Vincent and the Grenadines is inviting suitably qualified consultants to apply for the development of the National Inventory Report.
This report will cover anthropogenic greenhouse gas emissions by sources and removals by sinks for the period 2016-2024, focusing on the Energy, IPPU, AFOLU, Transport, and Waste sectors, using the 2006 IPCC Guidelines for National Greenhouse Gas Inventories. The Inventory will form Chapter 1 of the BTR1/TNC and must align with the MPGs for transparency in action and support.
The BTR1/TNC is coordinated by the Sustainable Development Unit within the Ministry of Tourism, Civil Aviation, Sustainable Development and Culture.
Applications are now open and must be submitted by Friday, 6th June, 2025.
