The Ministry of Tourism, Civil Aviation, Sustainable Development and Culture announces the participation of Saint Vincent and the Grenadines in the 47th Meeting of the Open-Ended Working Group of Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer, which took place from 7 to 11 July, 2025, in Bangkok, Thailand.

The delegation of Saint Vincent and the Grenadines was led by the Director of the Sustainable Development Unit and National Focal Point for the Montreal Protocol on Substances that Deplete the Ozone Layer, and included Brenton Quammie, Assistant National Ozone Officer.



The Montreal Protocol, adopted in 1987, protects the Earth's ozone layer by phasing out ozone-depleting substances. The Protocol is widely regarded as the most successful environmental treaty in history, having achieved universal ratification by all 198 countries and territories and eliminating 98% of ozone-depleting substances worldwide.

During the five-day meeting, delegates addressed several key issues. These included the terms of reference for the 2027-2029 replenishment of the Multilateral Fund for the Implementation of the Montreal Protocol, life-cycle refrigerant management, and metered-dose inhalers with low-global-warming-potential propellants.

Discussions also covered options for the organisation of the Technology and Economic Assessment Panel and its technical options committees, feedstock uses of controlled substances, and enhancing regional atmospheric monitoring of controlled substances. Other agenda items included further strengthening the Montreal Protocol institutions, and access to support from the Multilateral Fund.

The work of the Open-Ended Working Group will form the basis of decisions to be taken by the next Meeting of the Parties (MOP37) in November 2025, ensuring continued global progress in ozone layer protection and climate action.
