As a Party to the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement, the Government of Saint Vincent and the Grenadines (SVG) is currently preparing its First Biennial Transparency Report (BTR1) and Third National Communication (TNC).

This effort is part of SVG’s obligation under the Enhanced Transparency Framework (ETF), outlined in Article 13 of the Paris Agreement, which mandates the submission of a National Communication every four years and a Biennial Transparency Report every two years to the Conference of Parties (COP). The BTR1 will adhere to the Modalities, Procedures, and Guidelines (MPGs) for the ETF (FCCC/PA/CMA/2018/3/Add.2) and the common reporting tables and formats adopted at COP26 (Decision 5/CMA.3). 

To ensure the effective preparation of the combined BTR1/TNC, the Government of Saint Vincent and the Grenadines is inviting suitably qualified consultants to apply for the development of the following Chapters of the report: II - Information necessary to track progress made in implementing and achieving Nationally Determined Contributions (NDCs) under the Paris Agreement; and IV - Information on financial, technology development and transfer and capacity-building support needed and received under Articles 9–11 of the Paris Agreement. 

The BTR1/TNC Project is coordinated by the Sustainable Development Unit within the Ministry of Tourism, Civil Aviation and Sustainable Development. 

Applications are now open and must be submitted by Monday, 9th February, 2026.
