First Biennial Transparency Report (BTR1) & Third National Communication (TNC)
Saint Vincent and the Grenadines is currently preparing its First Biennial Transparency Report (BTR1) under the Paris Agreement, alongside its Third National Communication (TNC) to the United Nations Framework Convention on Climate Change (UNFCCC). This project strengthens the country’s climate reporting systems, improves greenhouse gas inventory arrangements, and enhances national capacity to meet current and future reporting obligations.
Funded by the Global Environment Facility (GEF) and implemented by the United Nations Environment Programme (UNEP), the project is executed by the Sustainable Development Unit within the Government of Saint Vincent and the Grenadines.
Project Objectives
- Prepare and submit BTR1 and TNC to the UNFCCC
- Strengthen the national greenhouse gas inventory system
- Improve institutional arrangements for climate data collection and reporting
- Enhance transparency in tracking mitigation, adaptation, and climate support
- Build national capacity for future reporting cycles, including BTR2
Key Activities
- Preparation of the National Inventory Report
- Reporting on mitigation actions, adaptation efforts, and support received
- Stakeholder consultations and technical capacity building workshops
- Development of a roadmap for continuous improvement of national reporting systems

Through this initiative, Saint Vincent and the Grenadines continues to strengthen transparency, accountability, and evidence-based climate action in line with its international commitments.
